In soup pot combine water, potato, carrot, celery and onion. Add salt and pepper to taste. Bring to boil; reduce heat to simmer; covered for 10 minutes. Do not drain. Meanwhile in a medium sauce pan; melt butter, stir in flour and pepper; cook for a couple of minutes to get rid of flour taste; add milk. Cook and stir over medium heat until thick and bubbly. Add Cheese to milk mixture. Add cheese mixture to potato mixture. Stir in corn and ham. Heat through but do not boil. Season with more pepper and salt.
