Combine spray butter, olive oil, parsley, basil, garlic, and celery salt in pan set to medium heat. After the mixture begins to simmer, add milk. Return to simmer and slowly add potato flakes until sauce is smooth and beginning to thicken. Add the processed cheese and continue to heat until sauce is smooth and free of any cheese lumps. Now, add the drained and rinsed diced tomatoes. Stir well and slightly smash some of the tomatoes and return to a simmer. At this point, put a lid on the mixture and set aside until ready for use.
